Except for the W2K-only part, I'd look first at the troublesome files/sections
with a DOS-level file lister. They may have hex 0D or 0A by themselves (lone
cr, lone linefeed) -- eminently possible if the docs weren't produced by
XyWrite in the first place.

The W2k-only aspect suggests that you might have a hair-trigger repeat rate on
your keyboard. Is this behavior consistently reproducible within those
troublesome sections -- or is it erratic? Slow the repeat rate down a bit in
Control Panel...

Try dropping NI, just for the heck of it.

You're sure they're not "soft" s? You don't use the same char to represent
both soft and hard CRs, do you?
