Hi:
 I assume you're running under 3.1. If so, I had that same
problem for some time. It isn't XY, but 3.1. Even though you
have a lot of memory, 3.1 is VERY bad at memory management and
there is a limit of about 640K for active programs. If you are
running a number of programs at the same time you are running XW,
when you try to go to DOS, Command.COM can't be loaded so it cant
run the command.
 If you're not under 3.1, I don't know
