In thinking about this and anomalies I've encountered, I came across
an XP component I'd never heard of, the *forcedos* argument. MS had
an article on this here

Article says, *Windows XP does not use this command. It is accepted
only for compatibility with MS-DOS files.* Which, I'm guessing, means
that it forces XP to deal with 16-bit programs that XP, for some
reason, without it won't. I also assumed, since there is no reference
to it in our archives, that it's superfluous to our XY purposes.
