Here's a way that may be faster:

BX ci /≪fnWW≫//XC  (or BC...XC)

The WW is two instances of "wildcard W" (Alt+Ctrl+W on standard keyboard),
each of which spans up to 80 characters. This assumes that there's no
footnote longer than about 160 characters. Going beyond two wildcards seems
to mess things up. But if your footnotes are always under (about) two lines
long, this should work. There's no looping, no need to freeze the screen, etc.

If your footnotes are of mixed length including some over 160 characters, you
could execute this CI command before starting your looping routine. That will
kill all the shorter footnotes and leave less for the looping part of the
program to do, possibly cutting some execution time.
