Just to see whether anybody else has experience with this:

When I switched last summer from a Win7 ThinkPad to a new Win10 ThinkPad, I started backing up using Veeam (Free), which I have been delighted with. Any others have experiences?

I gather the issue Jordan is struggling with is more related to
different hardware and/or BIOS than restoring the backup proper.
