I guess the concern about passphrases, in general, is that they're more vulnerable than strong passWORDS to the extent that they rely on dictionary headwords. In the case of my "frase" maker, the dictionary is built-in as a convenience to hackers. With the dictionary in hand, it would still take up to 14 billion tries to crack a frase using brute force, which is non-trivial but certainly doable. For a version 2 of frase, I have in mind to generate "memorable" nonsense words, not from a dictionary but from an algorithm using, say, a database of Indo-European morphemes.
