Once it loads, go to the CMline and enter manually run startup.xpl . I also am having to do that, probably because I don't have the syntax of the launch right.

What issue(s) might prevent ctrl- key combos from functioning, given that the sample.kbd has properly loaded via startup.xpl, and that sample.kbd has the appropriate key assignments, such as ctrl-o referring to 24=OPEN, etc.
When pressed, these combinations produce no noticeable effect. The menu File-Open choice works, opening a finder-like box for choosing a file.
