Yes. Best done via the KBD file, with either or both of these assignments:
; Up arrow:
nn=IF $TX;LU;ELSE;IF $CM;HI $CM;ELSE;HI;EI;EI
; Down arrow:
nn=IF $TX;LD;ELSE;IF $CM;HI $CM;ELSE;HI;EI;EI
How it works: If the cursor is on the CMline and the CMline is empty, Up/Down gives you the full command history. If there is a "hint" (substring) on the CMline, Up/Down gives you only commands containing the hint.
