The "Program Files" folder doesn't have to be on c:, I
believe. It is a part of the structure of Windows, and
accordingly Windows keeps tabs on what it's called and where
it is. (The folder Windows is installed in is similar, but
it doesn't even have to be named "Windows".)

"My Documents" is another similar: if you rename it,
Windows, behind the scenes, will keep tabs of what's going
on (I think it keeps it in being but hides it and redirects
all calls to it). It has software routines inside it for
returning the current names (be they in Portuguese or in
'user-speak') of its 'structural' folders.

Of course, there will be the odd program which isn't coded
to handle this, it'll assume "Program Files" is on c:. But
moving an installed program to a different place isn't
always a disaster - it depends on hou many of its references
are hard-coded, either in the code or at instal time. I've
moved more than one, without problems.
