Sounds like they might be using Framemaker for the final layout? Xywrite is
just perfect for that.

It's certainly true that many (indeed, most) Word documents are excessively or
inconsistently formatted. The key to using Word is to format with carefully
designed styles, but the concept of styles (let alone how to set them up
properly) is way, way, beyond the typical Word user. So they just type away,
apply direct formatting here and there to get it to "look right", and in the
process create a big plate of formatting spaghetti for the next person who has
to work with the document.
