Encode/decode

I find exactly the same failure on Encode followed by Decode (which should
restore the original as it was before Encoding) on: VMware Player,
Parallels Workstation, VPC XP Mode. In each case, wrong characters appear
for the guillemets (putting out B0 and B1 hex instead of AE and AF).

and for the string:
B3 70 61 67 65 2D 64 61 74 65 22 3E FF
 C0 D7 2C 20 B3

it puts out:
 B5 70 61 67 65 2D 64 61 74 65 22 3E 9F
 C2 D9 2C 20 B5

Is this a problem for non-virtualized uses of Xy as well?
