In all likelihood his ISP does have something against Juno. I discovered
yesterday that my daughter's ISP is blocking earthlink. Manual lives--or
at least used to live--somewhere near her. Went to her ISP's website
(jazzfree.com) this morning and discovered references to Manuel's ISP. I
don't have enough Spanish to understand the connection (let alone
anything on the site).
Anyway, earthlink says the clue to the deliberate block is in this line
copied directly from your error message:

Manuel, I'm getting ready to go on a business trip next week, and things
are quite hectic now (the party I had planned to train to do some of my
chores while I was away quit, so now I have to train someone else in no
time flat). I've saved the file, but if I don't get back to you by May
30, would you please send me a reminder, as it will probably have slipped
my mind by then. I'll be away May 12-20, and will probably have to go
off-list, as it doesn't look as if I'll be able to get my e-mail while
away.
What I can tell you now is that my monitor is 15 inches (c. 381mm) in
diameter and is set at 600X800 pixels resolution; being extremely
nearsighted, I cannot see anything if I set at a higher resolution.
