XYENCode and -DECode: Some updated U2 apps

Here are updates to frames XYENC and XYDEC. The only change is the
one I mentioned a couple of days ago: Encoded or decoded material
now replaces the original DeFine or file, rather than appearing
under it. Also included below is frame RUNN, to run encoded code;
it's unchanged.

To add these to U2, XYDECode what's below, then DeFine it and issue
ADD2U2.
