XPL problem "Invalid filename"

A mysterious problem: I can't do a SA/NV, I get an "Invalid filename"
message, but when I copy the supposedly wrong command, from the .PGM file
to the Command line, it executes fine. Sometimes adding a "wait" or "p 6"
helps, sometimes not.

The offending code is BX sa/nv archive.htmQ2
which has to be okay, and which as I say works when executed from the command line by hitting ENTER.
I'm thinking I must have done something wrong earlier in the code, throwing
Xy into an unstable state. It's too long a program to send all the code,
but I'm thinking the error must be in this segment (which ends with the
sa/nv archive.htm):

Note also that while the wait command doesn't seem to do it, I just tried throwing in a DIRectory listing to interrupt the flow and that makes it work--i.e. this is the revised last part:
