NI does not pass the keystroke, usually just the next function, to the
operating system. Alt keys, for example, are generally used by the OpSys for a
variety of things. In TABLE=ALT, you (supposedly) can prevent the keystroke
from being interpreted by the OS. Thus, if you assigned something to Alt-H,
you wouldn't get a Windows Help screen. It doesn't always work; some
keystrokes are simply pre-empted (intercepted) by the OS, like Alt-Enter,
Alt-Tab, etc.
