True of Win98 Second Edition, and may require a specific "Windows Update" ... It did on mine, at least ... So I think you're both right: Win98's initial support of USB was a bit flaky, as I recall, but they straightened it out before the second release.

Win 98 recognizes USB ports. I've run Win 98 boxes from 1999 to this year, and USB mice
and keyboards and storage thingies all worked.
