I believe San Francisco was the most ballyhooed case of this, and
it went flop. NYC has some local areas--down near Wall Street,
and Bryant Park just behind the main NYPL--, ut they're reaonably
compact.

Is WiMax the name Harry's trying to think of, or is that
something different?
