I'm not sure from your description what mouse problem you are having. I
have the following mouse-related settings in various sections of
SETTINGS.DFL, which gives a working mouse under my Win NT4 system:

df rx=15
df ry=15

df cr=0,199,102,4 (changed from 0,112,88 for reasons I didn't comment)

df UR=1
df R2=8

Might these solve your problem?
