Simply dragging and dropping all the files of an old W2K system onto
another hardisk will not work; it will not boot. W2K cannot make a
bootable image of itself while it is running because some of the files
it needs to copy are running while it is trying to copy them and the
resulting image is thereby corrupted (unbootable)--it's just one of
those maddening weaknesses of MS-Windows. (OS X can make a bootable
copy of itself while running.) There is software which will make a
bootable image of an installed W2K system which can then be copied at
will to any other hardisk, but this is not freeware.

There some good reasons to use W2K as the working base for Xy
installations though, one of which is the license issue. W2K can be
installed to run on any hardisk, including a virtual one, without
getting hampered by obligatory registration hurdles, unlike some later
Windows iterations. Moreover, it is easier to find W2K install CDs
these days than it is to find working 3.1 or 3.11 install flopsies.
One caveat: W2K will not understand current hardisk (multi-terabyte)
sizes, so put W2K onto a smaller partition and it will be happy.
