This is a guess, but in my nb.ini I use the line

load &user&XYWRITE.KBD=

Apparently &user& is a variable that points to \nbwin\users\default, and
the = at the end is important. I tried other formats and other places
for the file, buut this setup with the file actually in
\nbwin\users\default seems to work.

Of course there is also in the section immediately above:

[Shortcuts File]
KeyboardFile=C:\NBWIN\USERS\DEFAULT\XYWRITE.KBD
DateTime=11/16/1999 9:09:46 AM

and I believe that has to to with updating the menus from the keyboard
file.
