Hi Harry,

Does it happen when BOTH the horizontal and vertical value of WHEELMOD are set to 0 AND you do not hold the Ctrl key? If you do this I think the mouse-wheel related code will never be touched, so the issue you mentioned should never really happen (at least in theory). I wish I could sit in front of your computer and see what's going on there, but you might want to check if there is any other program (e.g. some Autohotkey script) is interfering in any way..
