here's something to try:

Doubleclick on the speaker icon in the task tray. The Volume Control
window should come up, with a number of sliders. If there is a slider
labeled "PC Speaker", make sure that the control is turned up at least
part of the way and that the "Mute" box is not checked. If there is no
PC Speaker slider, click on Options and Properties, and select the box
for PC Speaker there. This should give you access to the slider.

This procedure may be sound-card as well as OS specific, but at least in
my two laptops, that's how I can control sound produced by programs
running in a DOS session under Windows 98 SE.
