The winevdm project (also known as otvdm) makes it possible to run 16-bit Windows 1/2/3 applications in 64-bit Windows as if they were modern Windows applications. It’s the work of a programmer who uses the name otya128. It isn’t in final release yet, but I’ve created an installer that installs it effortlessly. 

I use it to run WordPerfect for Windows 5.2 and 7, Instant Recall, and a few other 16-bit programs. It runs OED 1.0 without the need for Robert Holmgren’s workaround that temporarily turns off printing. It won’t allow every application to print (e.g. WPWin 5.2 and OED 1.0 won’t print), but it does almost everything else.
