OT: permissions

Something is seriously wrong with both your systems, and its impossible to guess exactly
what it might be, or how it could be happening on both your systems. Ive never seen anything
comparable on macOS or Windows.

This is only a guess, but perhaps you changed some default security settings? There is a lot of
dreadful but plausible-sounding advice out there about security and privacy, sometimes offered
through mere incompetence, but sometimes, apparently, through mischievousness. Ive seen
advice about protecting systems from intrusions from Apple or Microsoft by making changes that in
fact increase risk and cause endless inconvenience.

If you changed security settings, and you dont remember what they are so that you can try to
reverse them, then you may need to back up all your documents, wipe your disks, and start over with
fresh installations on both machines, this time not changing any settings that affect security. Even
if you didnt make any changes, the only solution may be to do the same thing, because
something is drastically wrong with both your setups.
