Counting starts at zero, not at some fraction larger than zero. If 2400 were
admissible, then there would be more than 1440 minutes in a day (which, indeed,
there are, due to earth's slowing rotation, but that's different). Midnight is
the start of the new day -- zero! If it was 2400, then the new day would start
a nanosecond later -- which it doesn't.
