Stand up and be counted

Here's a quick question regarding Xy counters:
When I use for example ≪C1≫ to number a list, how can I refer to a
position in that list so that the reference stays correct even if the
list is later renumbered or if items are inserted before the one I am
referring to?
For example, let's say I have
Chapter ≪C1≫ -- The Good
Chapter ≪C1≫ -- The Bad
Chapter ≪C1≫ -- The Ugly
and later I change this to
Chapter ≪C1≫ -- The Good
Chapter ≪C1≫ -- The Mediocre
Chapter ≪C1≫ -- The Bad
Chapter ≪C1≫ -- The Ugly
Then I want to be able to say anywhere in the text "As argued in Chapter
≪some code≫, The Ugly will inherit the earth."
I think this was done using some form of labelling (≪LB≫) but I'm not
sure and I'd be grateful for any pointers.
But speaking of lists and of standing up and being counted, I'd like to
belatedly cast a minority vote in favor of changing the list settings so
that only members can post, and no attachments of any sort are allowed.
This is easy to accomplish and will keep out a lot of noise while
sacrificing nothing in terms of usefulness. XPL programs can still be
distributed using the "in-message" format developed (I think) by Carl,
and other programs shouldn't be distributed anyway, at least not to the
list in toto. (Private exchange of nifty freeware utilties and such is
of course always possible.)
