tilde character

In XyWin I'm attempting to redefine the tilde character from
discretionary hyphen to an ordinary character (important
character for URL typing).
From what I gather in the manual, the procedure is no different
from Xy III+. Add a DF DH= line in the defaults file (xwset.dfl)
with the new character you want for the discretionary hyphen
character, etc.
I use ASCII 248 for this in III+ and it works fine. However,
after making the changes in XyWin, reloading, etc., the new
character (ASCII 248) indeed has become the discretionary hyphen
character, but the tilde still is too! The tilde won't type to
screen as a normal character. It's there in expanded display and
is still resulting in creating a hyphenated word, but it's no
longer the DH character in the defaults file. ASCII 248 is.
So how come the tilde's not typing to screen as a normal
character? I don't see any other file loading after xyset.dfl
loads that could be overriding my new DH setting.
