Two further thoughts:
1) Sometimes keyboard anomalies happen when a keyboard other than the
default/expected keyboard is inadvertently activated in Windows. If you
have multiple keyboards installed, press Winkey+spacebar repeatedly
until the desired keyboard is (re)activated.
2) I wrote a Windows program, UnStick.exe, that attempts to "unstick"
the Shift, Alt and Ctrl keys if any of them happen to be stuck in the
down position:
