You are right. Update can install not only Xy4 but also Xy3+ (it supplies any missing files including A la Carte menus), NB3 and Signature (SIG with a minor service pack, i.e. an enhanced Special Character Menu for CP850). If installed into empty folders, the setups are ready to run. Otherwise, you need to make manual changes. Update installs only Xy4 CP437 and CP850 (both sets of files are present after the installer run, and must be installed manually). Note also that there is no option to set up NB4.x but it can be installed manually using the optional DOSBox-X if you have the NB4 files.
There is no Update option for additional CPs as these are entirely new 
and need special screen fonts and printer drivers. The setups are always 
ready-to-run as is. Keyboard files must be made by the user, e.g. you 
could make a phonetic Cyrillic keyboard layer which can be more 
convenient for foreign users (see 
http://www.stanwardine.com/russification.htm). My Keyboard Documentor 
can be useful when creating new keyboard layouts (optional extra 
included in the installer or separate download: 
https://www.lexitec.fi/xywrite/XY_keyboard_documentor.zip). If someone 
does make a foreign keyboard for these supplemental CPs, it could be a 
good idea to share it with all of us.
All of these installs can exist in parallel. They and the documents 
folders that belong to different versions and CPs should be kept 
separate for obvious reasons. Correct viewing and editing of another 
CP's files with a different setup is impossible, and mixing editor 
versions can produce unpredictable results.
