Moi? Never! But... here's a possible clue:

I encountered the bang-newline phenomenon again in an e-mail I
received today. In Brian's message, the bang ("!") occurred exactly
990 characters into the message. In the message I got today, the
bang occurred exactly 990 characters into the paragraph in which it
appeared (i.e., 990 chars from the last blank line).

Also, in both messages the newline is followed by a space. Maybe
the significant sequence is bang-newline-space. What it signifies,
I don't know. Some kind of break, apparently. It appears to be
something less than a universal convention, as many e-mail servers
and/or clients don't seem to know what do to with it.

Make of that what you will.
