RE Graphics view and opsys

Back in May and June of this year, I reported that on
one desktop (and one laptop, but that's not relevant
here) PC I was able not merely to go directly (barring
the few seconds of blank screen) from expanded or draft
view to graphic view, but to put that graphic view into
a window, without Xy freezing. What I found odd at the
time was that that was one of my most underpowered PCs.
At the end of June and the beginning of July, we had to
upgrade that system to Win 2K. Now, not merely can I no
longer put graphics view in a window, I cannot get
graphics view AT ALL. Alt-Enter goes from windowed to
full-screen, but everything blinks (IIRC, that may be
an artifact of my color scheme). Func WZ (Shift F8),
whether done in full-screen or windowed mode, yields a
blank screen and Xy frozen (and so proclaimed on the
NTVDM window title bar; obliging of the opsys to tell you).
As I said at the time, I never use graphics view, so
it's no big deal. But it is interesting: is W2K
trapping direct hardware calls that 98SE let through?
Or is it simply the greater RAM requirements of 2K?
(This box is using the onboard VGA circuits, which
"borrow" 16 Mb of system RAM, of which there is only
256 Mb).
