Yes, and this (like getting rid of the cutesy XP
"Search Pup") is exactly the sort of fix-it / UI tweak
that used to be packaged with the periodic AutoPatcher
archives. But then the MS lawyers got busy, and put
the AutoPatcher project out of business -- to the
inconvenience and consternation of system
administrators and IT departments far & wide. There
are some rumblings that it may one day return, in
another form, but I wouldn't place any wagers on that.

In the meantime, I still think that some searching in
the online shareware archives might well turn up
something useful in this regard.
