You didn't say if this was a laptop or a desktop computer. Don't know if that
matters, but it might. I'm not much of a Win user, and my Win knowledge is
relatively low, but I'm pretty sure there are settable defaults that govern
things like key repeat rate, etc. Whether such system defaults would be
respected for a DOS program running under Win, I don't know.
