In my copy of XY4-3.KBD, you need to press Ctrl-Alt-Shift plus the
character number (not Ctrl-Alt). Might that be the problem?
It's not clear from your note what you want this key to produce:
(1) the "discretionary hyphen" tilde (used to force words to
hyphenate at the end of a line), (2) a freestanding, printable tilde
(such as appears in many URLs), or (3) a superimposable accent that
combines with the next-depressed key to produce a single character
(e.g., "Shift-41,n" to produce an Ascii-164 n-tilde). Those
assignments (in case you're asking) are, respectively:
41=[126]
41=NO,[255],7,E
41=S6
In the above, numbers in brackets mean "the character produced by
holding down Ctrl-Alt-Shift, hitting the three numbers, and then
releasing Ctrl-Alt-Shift".
