I took up the question of footnote superscript size with tech
support some time ago, since the fix for Nota Bene didn't work.
What you do, essentially, is to go into the printer driver and
change the point size under the superscript (SU) attribute. The
Customization Guide provides guidance.

The basic actions are listed under AT: SUPERSCRIPT on 2 lines,
the one that turns the attribute on under AT< and the one that
turns it off under AT>. You first want to look up what's already
there in your printer manual so you know what it does. You also
want to look up the instructions for changing fonts. Then you
either replace what's already there or add to it. For instance,
for the Laserjet 4+, you add 1B(s9V to make the superscript 9pt,
and 1B(s12V to restore 12pt.
