No, there's no proxy, filtering or vpn.  It's puzzling.....  I haven't seen this issue with any other sites or downloads.

Browser history deleted, but same result.  And it occurs with Brave, MS Edge and Chrome as well.  If this is a narrow tech support issue, no need to pursue it here, but in case anyone else on 11 Pro has encountered it(?)

Try deleting your browser history. There should not be any problem (I am
using Firefox latest edition, the actual server is in France, loads
fine). Firefox even opens the PDFs to view without downloading the file
separately.
